Een carnet ATA mag worden aanvaard als het is uitgegeven in een land dat vermeld is in de volgende tabel en als de daarbij vermelde organisatie voorkomt in de lijst van aansprakelijke organisaties op de achterzijde van de omslag van het carnet.
