For all means of transport you have to submit an electronic pre-notification/notification. This pre-notification of means of transport should be submitted 2 hours prior to arrival at the latest. This also applies to empty means of transport and means of transport which only have passengers on board.
As of 31 January 2010 when arriving from sea you have to electronically declare both the vessel and the goods at the first customs office of entry.
For this declaration you will need a Call Reference Number (CRN). The call reference number will replace the Customs clearing number. The port authorities of the larger and medium-sized ports will issue the call reference number. But in some of the smaller ports the port authorities are not able to issue this call reference number. A separate procedure applies to these ports.
In the following ports the port authorities do not issue a call reference number:
| Port code | Port |
|---|---|
| NLLAN | Lauwersoog |
| NLBRS | Breskens |
| NLHAN | Hansweert |
| NLVLL | East Vlieland |
| NLWTE | West-Terschelling |
| NLVKS | Veere-Roompotsluis |
| NLTEX | Oudeschild |
| NLSTD | Stellendam (for non-piloted vessels, for piloted vessels Rotterdam, NLRTM applies) |
