Risk analysis and selection of goods to be checked is electronically facilitated via an advanced generic risk-selection system. Customs has been using this system (PRISMA) as from 31 January 2010 to perform a Safety & Security and Health, Safety, Environment and Economy (HSE-E) risk analysis in response to the prior notice transport mode and the summary customs declaration for temporary storage. Based on this analysis, customs can select shipments to be checked.
Having the goods-related information at the earliest possible stage enables customs to select high-risk shipments in time. This way we can accelerate the selection and inspection process.
Declaring parties use the Customs Manifest (customs entry) system to electronically supply the summary customs declaration for temporary storage (SAL). PRISMA automatically generates a selection on the basis of risk indicators and risk areas. This selection is divided into 3 groups:
The latter group is presented to the specially-trained selectors for further selection. Based on available counter-information, the selector has to decide whether or not the goods should be inspected.
The decision whether goods will be subjected to an inspection upon arrival is communicated to the parties involved before the moment of arrival.
