Risk analysis and selection

For all goods entering the European Union as of 2011 a summary declaration has to be submitted upon entry. The customs office of the first seaport or airport in the European Union performs a risk analysis Safety & Security before entry. This risk analysis concerns all goods on board the transport and is aimed at goods posing a direct threat to human beings and animals.

Customs of the first airport or port of entry in the European Union passes on the risk signals Safety & Security to all subsequent seaports and airports within the European Union.

Is the Netherlands not the first seaport or airport of entry in the European Union but a subsequent port? Then the customs office where the transport enters receives the risk signals from the risk analysis. With the risk analysis for Safety, Health, Economy and Environment (VGEM), the Netherlands takes these risk signals into account.

No load notification

Customs performs a risk analysis based on the summary declaration upon entry. For ‘deep sea container transport’ the result of this risk analysis may be that the shipment in question may not be loaded. This so-called ‘no load notification’ is aimed at goods that may not be entered into the European Union. In this case Customs immediately sends a ‘no load notification’ to the party submitting the summary declaration upon entry and, when the carrier is another party, also to the carrier.
