The Export Control System (ECS) is a system deployed by Customs to exercise supervision. ECS allows Customs to determine whether the goods declared for export or re-export have actually departed from the European Union. This is done through electronic exchange of information between offices of export and offices of exit. This information includes:
The electronic exchange of this information will replace the need to send back the 3rd paper copy of the export declaration. In the Netherlands this phase is referred to as ECS Exit.
Please note!
Is de declaration made for the local export clearance by registration in the administration? And are both the office of export and the office of exit in the Netherlands? Then there will be no electronic exchange of details. This method of declaration is still possible up to 1 January 2011.
The ECS does not cover all goods under Customs supervision. Exceptions are:
export of excisable goods
export of goods for which a control copy T5 is used to confirm that the goods have exited
The exit process starts at the moment when the goods that are declared for export have been released for export.
