New process temporary storage sea cargo

Are you bringing goods from outside the EU into the European Union by sea? If so, new system specifications will soon apply to the Temporary Storage Declaration – TSD (Aangifte tot Tijdelijke Opslag - ATO ) in the Single Window for Maritime and Aviation (SW).
What will change for you?
The start date of 1 October 2025 has been postponed. Customs is currently working with representatives from the business community to determine a new date.
More information about the new start date will likely be available in October 2025. Maritime declarants can still use the current TSD until then.
You will continue to submit the TSD via the existing SW, but using new system specifications. Software providers refer to this system as the Trade and Transport Gateway (HTG).
Why this change?
The new TSD system specifications are a result of the implementation of European customs legislation (Union Customs Code - UCC).
With these new specifications, data in the TSD is aligned with the Entry Summary Declaration (ENS). It also allows for ENS data to be reused in the TSD.

Technical information
The new system specifications for the TSD maritime have been integrated into the existing MIG Single Window and have been published in the portal for software developers on the website of the Dutch Customs National Helpdesk. The Dutch Customs National Helpdesk remains the point of contact for questions and support for automated processes.
