The requirement to lodge a Temporary Storage Declaration (ATO) for Union goods ends for those who hold an authorisation to maintain a Regular Shipping Service (RSS). This concerns the Temporary Storage Declaration for Union goods that you transport from seaports in other EU member states to a Dutch seaport.
The mandatory ATO for Union goods is a Dutch policy measure. The requirement ends after your implementation of the new temporary storage declaration for non-Union goods. The final deadline for this implementation is September 30th, 2026.
Are you using the Portbase Port Community System (PCS) to submit your ATO? Then, in practice, nothing changes at your end. You will continue to provide the data requested by Portbase. In this way, the information about the Union goods remains available to all PCS users. On your behalf, Portbase will stop submitting ATOs to Dutch Customs.
