From 1 December 2025, you will only be able to make ENS declarations via ICS2

Do you bring goods from outside the EU into the European Customs Union? Then you will have to deal with Import Control System 2 (ICS2), the new declaration system for the Entry process.
From 1 December 2025, you will no longer be able to submit Entry Summary Declarations (ENS) via ICS1 (DMF). This will only be possible via ICS2.
What changes for you?
Maritime carriers had until 1 April 2025 to switch to ICS2. Companies in other sectors have already done so. If your company has not yet switched to ICS2, please make the switch as soon as possible. To switch to ICS2, you must connect to the Shared Trade Interface (STI) of the EU Common Repository. With STI, you can submit your ENS declarations via ICS2.
Does anything else change?
New system specifications apply to Temporary Storage Declarations (Aangifte tot Tijdelijke Opslag). For the maritime sector, the starting date of 1 October 2025 has been postponed to a later date. We will probably know what the new effective date is in the course of October 2025. Until then, maritime declarants do not yet need to submit a new TSD. You can still use the current TSD.
Why this change?
These changes are the result of European customs legislation (Union Customs Code, UCC). This way, the Entry process is standardised step by step throughout the EU.
Do you need to do anything?
If you did not yet switch to ICS2 for your ENS declarations, please do so before 1 December 2025.
If you want to edit an ENS you recently submitted via ICS1 after 1 December, you must submit a new ENS via ICS2.
