Make the necessary adjustments to your customs software for Centralised Clearance

Do you have an AEO-C authorisation and would you like to submit customs declarations more easily via Centralised Clearance starting in 2028? Then you can start preparing now. You will need to update your customs software before you can submit your customs declarations using a Centralised Clearance authorisation.
What is Centralised Clearance?
Centralised Clearance simplifies the declaration process. AEO-C companies with a Centralised Clearance authorisation can submit all their customs declarations in one EU Member State of their choice, even if the goods are located in another member state. To do so, the company must be based in the Member State where it submits its declarations.
Centralised Clearance is not mandatory. You can operate without Centralised Clearance, even if you have an authorisation.
Updating your IT Systems
To use Centralised Clearance, businesses must update their software. On 6 July, Customs published the Message Implementation Guide (MIG) DMS 1.50 (version 0.95). This version includes the specifications for Centralised Clearance.
Software developers and declarants who develop their own customs software can use the MIG to update their declaration software for use with Centralised Clearance. You can find the MIG on the OSWO (Software Developers’ Support) community website.
When will Centralised Clearance be available?
Dutch Customs expects that companies will be able to use Centralised Clearance from 2028 for declarations made by registration in the declarant’s records (IIAA).
Customs also expects that companies will be able to use Centralised Clearance from 2029 for standard declarations and simplified declarations under the normal procedure.
You can apply for your Centralised Clearance authorisation via the EU Trader Portal from September 2026.
